Environmental Engineering Engineer Support in the AOR Sustainability
TME will cover environmental remediation, environmental compliance, munitions response and operational range sustainment, environmental management systems (EMS), community involvement, analytical environmental testing and data quality, and environmental information systems and geospatial intelligence. TME will provide articles on engineer activities in Iraq, Afghanistan and Africa performed by Navy Seabees, Air Force Civil Engineers, Army engineers, the U.S. Army Corps of Engineers (USACE), and joint-service and coalition engineers. These activities include engineer support to combatant commanders, building of civil and military facilities and infrastructure, and humanitarian operations. TME will delve into sustainability as a means of meeting the needs of the present without compromising the ability of future generations to meet their own needs. Focus will be placed on the built environment, water, ecosystems and agriculture, energy and the environment, and materials and toxics with a direct correlation to military engineering efforts.
Geospatial Intelligence Energy Engineering Service FY11 Programs
GPS, GIS, mapping and photo imagery can enhance planning, engineering, construction, and operations and maintenance of facilities and infrastructure. For this Special Report, TME will look at the many uses of these tools within the Department of Defense (DOD) as well as DOD efforts to utilize geospatial data in support of combatant commanders. One of the central components of the Recovery Act is the provision of approximately $25 billion dollars in energy-efficiency programs and billions more that can be applied to energy-efficiency projects. However, long before the Recovery Act, the Department of Energy (DOE) and DOD began efforts to conserve energy and initiated programs to develop alternative fuels and energy solutions. This TME Special Report will take a look at DOD and DOE programs and projects to conserve energy and develop sustainable energy sources. The period 2007-2012 represents a high-water mark for military and civil works construction. This issue of TME will present the FY11 programs for USACE, N AVFAC, USAF, USCG and USPHS, which represent positive opportunities for private-sector engineering and construction companies.

Water Planning & Management Asset Management Design & Construction Methods
Projects and efforts of private companies, USACE and other government agencies are underway to strengthen our nation’s water and wastewater infrastructure, flood control, beach erosion control, inland waterway systems, and ports and harbors. TME will present specific projects within DOD and other government agencies that address our nation’s growing water planning and management issues. Asset management has broadened the traditional practice of facility management to encompass the entire lifecycle management of facilities and infrastructure, including energy conservation, utility management, building maintenance and repair, building security, janitorial and other building operations, transportation, real estate and leasing, master planning, space planning, new technologies and service contract best practices. TME will highlight asset management issues facing the uniformed services and DOD market. TME will cover methods and best practices for design and construction of military and civil works facilities and infrastructure including new technology used to design and construct sustainable facilities more effectively.
Project Delivery Methods Contracting & Acquisition Building Information Modeling
Project delivery methods range from basic to complex. Y et each method has its own advantages and disadvantages, and some methods are better suited for certain kinds of projects. TME will present information on alternative delivery methods such as design-build, integrated design-bidbuild, Early Contractor Involvement (ECI) and “lean” construction. TME will present various types of government contracts, including indefinite delivery-indefinite quantity, design-build, service, time and material, fixed-price, cost-plus fixed-fee, cost-plus incentive-fee, architecture/engineer, job order contracts, SABER contracts, and other tools used by DOD to acquire A/E/C and related services. Contractor selection methods like best value, low price technically acceptable, and Brooks Act A/E selections will be addressed. Building information modeling (BIM) continues to grow and further define design and construction processes. However, a B IM model also can serve as a collection point for information about a facility for use over its entire lifecycle. This Special Report will address the growth of BIM for DOD projects as well as its use in operating and maintaining DOD facilities.

Environmental Engineering Readiness and Homeland Security Sustainability
TME will cover the environmental engineering aspects of BRAC and privatization, munitions response and operational range sustainment, environmental management systems (EMS), community involvement, analytical environmental testing and data quality, and environmental information systems and geospatial intelligence. TME will focus on the roles, activities and efforts of DOD, federal agencies and private-sector A/E/C professionals and companies in enhancing our nation’s emergency preparedness, protection and response, and in safeguarding our homeland through anti-terrorism and force protection efforts in accordance with the National
Response Framework and the National Infrastructure Protection Plan.
TME will delve into sustainability as a means of meeting the needs of the present without compromising the ability of future generations to meet their own needs. Focus will be placed on the built environment, water, ecosystems and agriculture, energy and the environment, and materials and toxics with a direct correlation to military engineering efforts.
AFRICOM, Guam and Korea Relocation Engineer Support to Contingency Operations Engineering Service FY10 Programs
The U.S. military’s international presence is changing to respond to the new National Security Strategy. This Special Report will focus on the increased
attention on humanitarian efforts in the Africa Command as well as basing in Guam and the relocation of U.S. Forces in Korea.
TME will look at solutions to short-term building and infrastructure needs, such as modular buildings and provision of water and wastewater treatment in time-sensitive efforts, as well as other engineer support to deployed forces, disaster and humanitarian response efforts, and the rebuilding of war-torn nations. TME will present the FY10 programs of the uniformed services
including USACE, USAF, NAVFAC, USCG, USPHS and the U.S. Army Installation Management Command.

Water Planning & Management Environmental Engineering Design & Construction
TME will spotlight projects and efforts of private companies, the U.S. Army Corps of Engineers and other government agencies to strengthen our nation’s water and wastewater infrastructure, flood control, beach erosion control, inland waterway systems, and ports and harbors. Asset Management (AM) has broadened the traditional practice of facility management to encompass the entire lifecycle management of facilities and infrastructure including energy conservation, utility management, building maintenance and repair, building security, janitorial and other building operations, transportation, real estate and leasing, master planning, space planning, new technologies and service contract best practices. TME will highlight AM issues facing the uniformed services and DOD market. TME will cover methods and best practices for design and construction of military and civil works facilities and infrastructure including new technology; design-build and other alternative delivery methods; bonding and insurance; and safety.
Federal FY10 Programs AFRICOM, Guam and Korea Relocation Master Planning
TME will present the FY10 programs of federal agencies that focus on construction and environmental programs, such as the departments of Energy and State and the General Services Administration. DOD’s efforts to conserve energy and develop alternative fuels and energy sources will be the focus of this Special Report. This TME Special Report will cover the installation planning efforts of DOD agencies as they develop frameworks by which future planning decisions are made with regard to facilities, infrastructure and environmental resources, including achieving “sustainable installations.”
