DOD Publishes Defense Acquisition Guidebook
The recently released Defense Acquisition Guidebook is an interactive, Web-based document designed to provide the
acquisition workforce and their industry partners with an on-line instant reference to best business practice as well as supporting policy, statute
and lessons learned.
The guidebook serves as a companion to the revised acquisition policy documents, DOD Directive 5000.1 and DOD Instruction
5000.2, released in May 2003. Those documents established the policy framework for translating mission needs into stable, affordable and well-managed
programs. While the policy documents explain what acquisition managers are required to do, the guidebook complements those documents by proposing how.

Metcalf & Eddy Academic Design Competition
Information and application forms on the 2004-2005 Academic Design Competition, sponsored by Metcalf & Eddy (M&E), are
available on the company’s Web site at www.m-e.com. The competition provides environmental engineering students with the opportunity to supplement
their classroom experience by working in a team on a specific design project.
The pilot competition was conducted last year. This year will be the first permanent year of the competition and already
more than a dozen schools have registered. A $2,500 award will go to the winning team and a $1,500 scholarship award will be presented by M&E on behalf
of the MVP of the winning team to his or her school.

Brig. Gen. David A. Fastabend, USA, has been nominated for promotion to the grade of Major General. Fastabend is currently serving as Director, Concept Development and Experimentation, Futures Center, United States Army Training and Doctrine Command, Fort Monroe, Va.

Awards, Contracts and Acquisitions
Barge Waggoner Sumner and Cannon Inc. was recently presented the 2005 Air Force Materiel Command Citation Award in the facility design category for the major realignment of an entrance gate and roadway to Wright-Patterson AFB.
Berryman & Henigar has been awarded a three-year water resources engineering contract from Sarasota County, Fla.
Buck Engineering was recently selected to complete an on-call contract with the U.S. Department of Agriculture’s Natural Resources Conservation Service for wetland restoration services in North Carolina. The contract is for one year and renewable for an additional four years at a maximum of $750,000 for each year.
CONTECH Construction Products Inc.® has acquired Central Supply Inc., a Mississippi manufacturer of corrugated steel pipe. The new company will be
known as CONTECH/Central Supply and become a wholly owned subsidiary of CONTECH.
Croslin and Associates Inc. has joined PBS&J as a new division of the firm’s national architecture practice.
The Board of Commissioners of the Port Authority of New York & New Jersey has entered into contract negotiations with the Downtown Design
Partnership for design and construction of the Permanent World Trade Center PATH Terminal. The Partnership consists of DMJM+ Harris and STV in a
joint venture. The Partnership has joined forces with internationally renowned architect Santiago Calatrava, S.A.
Forrester Construction has been awarded a five year, $500 million multiple award construction contract with NAVFAC.
Grunley Construction has been awarded more than $28 million in new construction contracts for the month of September 2004, including a $1.1 million
contract for the Department of the Air Force to install fire protection systems in five buildings at Bolling AFB; a $19.8 million contract for design
and construction of tenant spaces totaling 159,000-sq-ft at Fort Meade, Md.; and a $7.1 million project for renovation of the old library building and
the construction of a new loading dock within Court 4 of the U.S. Department of Agriculture South Building.
Lockwood Mapping of Rochester, N.Y., has joined TVGA Consultants and formed Lockwood Geospatial, a division of TVGA.
Severn Trent Services has been awarded an eight-year, $65 million contract to provide operations, maintenance and facilities management services at the Fresh Kills Landfill on Staten Island. This landfill is the largest closed Subtitle D landfill in the country.
Urban Engineers has been selected by the New Jersey Sports and Exposition Authority to provide construction management services for the Meadowlands Railroad and Roadway Improvement Project, a $140 million project that will focus on rail and roadway enhancements.
The Orlando office of VOA Associates Inc. was awarded a design-build contract for the new $13.3 million Integrated Operational Support Facility at Maxwell (Gunter Annex) Air Force Base, Ala.
