Board Approves Post Dues Proposal
The SAME Board approved a standardized dues process whereas Posts select from among a limited number of dues amounts. This
action will simplify the Post dues process for members by reducing the number of Post dues amounts on the membership application from 19 to six.
The approved dues schedule for Posts is shown below. Posts must select one of the options by Nov. 30, 2004—Posts select
first the amount they want for Regular Members, then select the amount for Young Members that is 50% or less of the Regular Member dues. Posts must
e-mail the selections to Steve Shepard at SAME HQ at sshepard@same.org.
The new dues will go into effect Jan. 1, 2005, together with the conversion to an annual dues renewal cycle for
individual members. As part of the new annual renewal process, national dues are prorated for a partial year of membership; Post dues are not prorated.
Post Dues Checks Mailed Bi-monthly
Effective Sept. 1, 2004, SAME HQ will be sending dues checks to Posts every other month rather than every month,
along with the 20% of the Sustaining Member dues collected by SAME HQ. For more information contact Steve Shepard, SAME Director of Training and
Post Operations, at sshepard@same.org. Checks for September and October will be mailed in November.
New Senior Executive Group (SEG)
The SEG is a forum of CEOs and Presidents of Sustaining Member companies who meet twice a year with the Engineering
Service Chiefs to discuss strategic issues facing the A/E/C industry. The next meeting of the SEG will be in St. Louis, Mo., in conjunction with
the Missouri River/Texoma Regional Conference and the 3rd Infrastructure Security for the Build Environment (ISBE) Congress.
The Society is privileged to conduct these semi-annual meetings with the top leadership of the public and private sector
involved in engineering and construction for the uniformed services and other government agencies.

SAME Establishes Councils
The concept of Councils, used in many other professional Societies, has been adopted by the SAME Board of Direction.
Between now and May 2005, the Executive Director will be working with members to form four Councils, develop their charters and have them ready for
action at the National Conference in Louisville. The four Councils are:
Small Business Council
To be established from the Small Business Committee, the Council will represent the interests of the many Small Business Sustaining Members. Currently more than 160 members serve on the committee and have been actively engaged in support of the Society since its creation in 2003.
Young Member Council
To be established from the Young Member Committee, the Council will represent the interests of our more than 4,000 Young Members.
Non-Commissioned Officers Council
To be established with the help of several senior NCOs from the uniformed services. The Society initiated a program to attract NCOs by adopting a reduced dues structure and asking Posts to include NCOs in their membership and programs where the Posts support Army, Navy and Air Force engineer units. Currently, we have 33 NCOs and that number is growing steadily as Posts spread the word and extend the invitation to these valuable people in our military services.
Student Council
To be established with the assistance of the College Outreach Committee and our Posts that have active student chapters and mentoring programs. The Council will represent the more than 500 students in the Society. With the elimination of student dues and the tie-in to local Posts, we should be attracting many more students in the future.
The Councils represent important segments of our Society, as opposed to our mission committees that address specific
functional areas of interest, and our operational committees that support several operational needs of SAME HQ (Finance, Membership, and Military
Affairs and Strategic Planning). The Councils will be self-governing, meaning that they will have a process to select their leadership on an annual
or bi-annual cycle. The Chair of each Council will be a voting member of the Board of Direction.
We hope the Council concept will enable the Society to better support members. Watch for their Web sites under
“National Committees and Councils.”
SAME Member Benefits Programs
Discount Long Distance Program
SAME is pleased to offer a discount long distance program for our members, their
families and associates. The plan includes long distance calling plans for as low as 3.4 cents per minute and calling cards for as low as 10 cents per
minute. There are no contracts so you can terminate at any time, without paying penalties or additional fees. Sustaining Member companies also can take
advantage of the discounted long distance program or receive a free analysis of their business communications to determine a plan that is right for them.
SAME HQ and the Executive Director have saved about 50% on long distance bills since initiating this program, and therefore, we can attest to its merits

New Insurance Programs for SAME Members
SAME has partnered with the Uniformed Services Benefit Association (USBA) to
provide members with life insurance plans and other financial services at affordable prices. Several options are available to SAME members, including a
Two-for-One Family Life plan for legally married couples and a Lean~15sm Level Term Life Plan that is popular with single parents yet available to any
qualified individual. All polices are administered by USBA and underwritten by New York Life Insurance Company. For information on the SAME/USBA programs

SAME Post Web sites
Of SAME’s 124 Posts, 102 have developed Web sites. Some of the sites are located on the SAME server, and some are hosted
independently.
As an added benefit to our Posts, each Post is entitled to 5 MB of space on the SAME server at no charge. Posts that need
more space, however, must pay a nominal fee and sign a separate contract with our Web host provider, Internet 4 Associations (I4A). I4A will bill each
Post for the added space. Posts may also contract with another vendor.
Currently, nine Posts are over the 5 MB space limit and 20 Posts are hovering between 3.5 B and the 5 MB limit.
We encourage all Posts to evaluate their Web needs. If you need additional space or would like guidance in setting up or

3rd Annual Infrastructure
Security for the Built Environment (ISBE) Congress
Plan now to attend the 3rd Infrastructure Security for the Built Environment (ISBE) Congress, Nov. 7-10 in St. Louis, Mo.
The Congress is co-sponsored by SAME and The Infrastructure Security Partnership (TISP), a coalition of 180 government entities and non-profit professional
engineering associations dedicated to the nation’s defense.
The meeting is being held in conjunction with the Missouri River and Texoma Regional Conference. For more information on

Register today! Attendance is limited to 700, after which we will not be able to accept registrations.
The conference also will be the site of the SAME Fall Board of Direction meeting and the Investiture of 26
Society members into the Academy of Fellows.
Membership Renewals
Effective Jan. 1, 2005, Individual Members (excluding students and individuals who have multi-year dues that have not expired)
will be invoiced on an annual billing cycle that runs Jan. 1 through Dec. 31.
Effective Jan. 1, 2005:
All membership one-year and multi-year cycles will run Jan. 1 to Dec. 31
New members who join after Jan. 31 will be pro-rated for the year
Student Members will be sent an invoice for renewal as a Young Member upon graduation

Dubrachek New SAME Director of Business Operations
Paul Dubrachek, CAE, joined the SAME HQ staff as Director of Business Operations, effective Sept. 8, 2004. As Director,
Paul is responsible for the financial management and network administrative services of SAME, as well as employee benefit programs and member affinity
programs.
Paul served in the USMC for 21 years, retiring as a Lt. Col. Since leaving the Marines, he has spent 14 years as an
association executive serving as a CFO, COO and interim CEO. Paul has participated in various volunteer organizations including serving one year as
the Chairman of the Board of the Marine Executive Association. He currently serves on the American Society of Association Executives Finance and Business
Operations Section Council.
