Drainage Standards Input Needed
The Environmental Water Resources Institute of the American Society of Civil Engineers (ASCE) will solicit public comments
from Oct. 1 to Nov. 15, 2004, regarding revisions to three urban subsurface drainage standards, Guidelines for Operation and Maintenance of Urban
Subsurface Drainage, Guidelines for Installation of Urban Subsurface Drainage and Guidelines for Design of Urban Subsurface Drainage.
The comments will be gathered using ASCE’s Web-based balloting system. Participants should contact Eileen Boeing,
ASCE standards coordinator, at eboeing@asce.org, for specific instructions.

National Guard and Reserve Mobilized as of Sept. 1, 2004
The Army, Air Force, Navy and Marine Corps announced on Sept. 1, 2004 an increase in the number of reservists on active duty
in support of the partial mobilization, while Coast Guard total remains unchanged. The total number on active duty for the Army National Guard and Army
Reserve is 135,011; Naval Reserve, 3,882; Air National Guard and Air Force Reserve, 11,397; Marine Corps Reserve, 11,482; and the Coast Guard Reserve,
1,546. This brings the total National Guard and Reserve personnel who have been mobilized to 163,318, including both units and individual augmentees.

Small Business Report Released
Prime contract awards during FY 2003 to U.S. small businesses totaled $42.0 billion, compared with $33.3 billion for 2002,
according to the newly released DOD annual report Procurement from Small and Other Business Firms (FY 2003). For 2003, large business prime contractors
reported subcontracts totaling $86.5 billion, of which $32.0 billion or 37.0% was awarded to U.S. small businesses. The report can be found at
