Col. Mark D. Wright is The Civil Engineer, Headquarters Air Force Special Operations Command, Hurlburt Field, Fla.
Col. Steven W. Zander became The Civil Engineer, Headquarters United States Air Force Reserve Command, Robbins AFB, Ga., replacing Col. David A. Sweat, who retired in May.
Contracts & Expansions
The Port Authority of New York & New Jersey authorized DMJM+ Harris, STV and Santiago Calatrava to enter into contract negotiations with the Downtown Design Partnership for design and construction of the Permanent World Trade Center PATH Terminal in New York City.
MACTEC Engineering & Consulting Inc. will be providing construction and engineering services to the Air Force Center for Environmental Excellence and was awarded a contract from the city of Atlanta to serve as principal brownfields consultant.
Kontek Industries Inc., received a $2.4 million grant from the federal government for research, engineering development, and deployment of blast-resistant barriers and barrier standards for homeland defense.
Berryman & Henigar was awarded a $700,000 contract from the city of Redlands, Calif., to provide plan review and inspection services for the Mountainview power plant.
PBS&J and South Korea-based LG CNS have been selected to assist the newly-formed Korean National Emergency Management Agency in the development of a comprehensive strategic plan to guide the country’s emergency management operations.
The National Guard has selected the SkyPort International and iDirect Technologies joint satellite solution to provide an emergency communications network to National Guard teams to assist civilian agencies during crisis and terrorist threats.
Awards
Clark Nexsen Architecture & Engineering won an American Society of Heating, Refrigerating & Air-Conditioning Engineers Inc. Technology Award for designing the Virginia Advanced Shipbuilding and Carrier Integration Center in Newport News, Va.
MACTEC Engineering & Consulting Inc. and Atlantic Station L.L.C. have been awarded the 2004 Phoenix Award for Atlantic Station as the Environmental Protection Agency Region 4 best brownfield redevelopment project.

Spc. Clarence Adams III, 28, of Richmond, Va., died Sept. 7. Adams was assigned to the 91st Engineer Battalion, 1st Cavalry Division, Ft Hood, Texas.
Cpl. Nicanor Alvarez, 22, of San Bernardino, Calif., died Aug. 21. Alvarez was assigned to 1st Combat Engineer Battalion, 1st Marine Division, I Marine Expeditionary Force, Camp Pendleton, Calif.
Lt. Col. William E. Bowers (Ret.) died Sept. 10. He was a VP and Program Manager at SEI Group, Inc in Huntsville, Ala.
Spc. Joshua I. Bunch, 23, of Hattiesburg, Miss., died Aug. 6. Bunch was assigned to the 91st Engineer Battalion, 1st Cavalry Division, Fort Hood, Texas.
Sgt. James D. Faulkner, 23, of Clarksville, Ind., died Sept. 8. Faulkner was assigned to the 20th Engineer Battalion, 1st Cavalry Division, Ft. Hood, Texas.
Petty Officer 3rd Class Eric L. Knott, 21, of Grand Island, Neb., was killed Sept. 4. Knott was assigned to Naval Mobile Construction Battalion 4, Port Hueneme, Calif.
Lance Cpl. Cesar F. Machado-Olmos, 20, of Spanish Fork, Utah, died Sept. 13. He was assigned to 2nd Combat Engineer Battalion, 2nd Marine Division, II Marine Expeditionary Force, Camp Lejeune, N.C.
1st Lt. Charles L. Wilkins III, 38, of Columbus, Ohio and Pfc. Ryan A. Martin, 22, of Mount Vernon, Ohio died Aug. 20. Both were assigned to the Army National Guard 216th Engineer Battalion, Hamilton, Ohio.
